[TYPO3-core] RFC: #8623: Shortcut mode also to the parent page

Problem:
The current shortcut dropdown got just 2 entries: First subpage & Random 
subpage.

I often need a shortcut to the parent page and this is always more work 
 > open the element browser, search for the parent page.


Solution:
Create a new element which let the user select "parent page" which makes 
everything much easier.
