[TYPO3-core] FYI24: #9008: template.php doesn't fully utilize the loadJavascriptLib function.

Hey guys,

this is a SVN patch request / I will commit the following patch in 24h 
if no one objects.

Problem: When including the "use tabstops for textareas" tab.js file, it 
doesn't include the tab.js via the new loadJavascriptLib() function but 
with default HTML tag string.

It's just a minor (almost cosmetic) issue, but the code gets smaller and 
better to read imho. And it's nice to see that the core itself uses the 
APIs it provides.
