[TYPO3-core] RFC #8913: Empty tabs in DynTabMenu should not be selectable by default

Hey team,

I'm back in the game :).

Commited to trunk and 4.2. Did not commit to 4.1 yet as this requires 
more work in the DynTabMenu function. I'll investiage more if there is 
interest. Otherwise I'll leave it like that.
