It isn't. It's far better then using a smaller value than php.ini allows.

For 4.2 (and maybe 4.1) I'd remove this setting. For 4.3 we may consider
additional TYOP3 settings for some parts of the system or different
values for FE/BE/CLI.

But let's et rid of the troublesome setting first.
