[TYPO3-core] [Bug]: [fixes errors when installing dbal in 4.2.x]

Problem:
With TYPO3 4.2.x, the extension dbal produces an error when installed:

Fatal error: Call to a member function admin_get_charsets() on a 
non-object in .../t3lib/class.t3lib_install.php on line 456

Solution:
This can be fixed by the appended patch 8231. This patch was probably 
created by Michael Stucki . It was already published several times in the 
TYPO3 bug list, but it was not applied, even not in 4.2.1.

Notes:
The code looks all good to me and I've tested it. So I vote +1.
