[TYPO3-core] FYI: Feature #7318: in htmlArea RTE, text direction should be set with the dir attribute

Problem:
In htmlArea RTE, text direction is currently set using the style attribute.

Solution:
Use the dir attribute to set text direction.
Moreover, allow text direction to be set on any element, not only block 
elements.
Finally, do not allow to toggle off the dir attribute of the dbo inline 
element.
