[TYPO3-core] RFC: #7189: Bugfix: Processing of loginSecurityLevel in t3lib_userauth

Hi,
Since Steffen Kamper asked, not to have a auth service in felogin there 
has to be a further change in t3lib_userauth.

Since SVN ist not reachable atm, patch is against REV 2944.
Current follows as soon as possible.
