[TYPO3-core] RFC: Correction #6825: TCEforms -- Icon for empty palettes should not be displayed

REMINDER #2.

I will test this issue (only if no one will ever misuse palettes for 
multiple fields in one line ;-)) in the next days.

This is a serious bug (show stopper for 4.2) as some palettes are not 
displayed right now in trunk! Please test this one.
