[TYPO3-core] FYI: Cleanup: Making htmlArea RTE Character Map plugin an 'inner' extension

FYI: The attached SVN patch was committed.

Type:
Cleanup/Feature/bugfix

Problem:
The Character Map plugin is removed from any htmlArea RTE main script 
and becomes an 'inner' extension using the new plugin API.

Solution:
This patch should have no functional effect except that the plugin may 
be extended/overridden, a hotkey may be configured for the button in 
Page TSConfig and the plugin will work in Firefox 3.
