[TYPO3-core] RFC #7140: Feature: EM should send TYPO3 version when connecting to TER

There was a wish in the bug tracker that this should go into TYPO3_4-1
and TYPO3_4-0, too.

Problem:
When the EM connects to the TER to fetch extensions or translations it
currently does that without sending the TYPO3 version.

Having the TYPO3 version at hand it would be easy to change the TER in a
way that f.e. only translations specific for a certain TYPO3 version are
send.

This could also be used to track how many installations of which version
of TYPO3 are installed out there. This again could ease decisions about
backwards-compatibility or what not.

Solution:
Most connection to TER is done using t3lib_div::getURL() which allows to
specify HTML headers to send in it's third parameter. So let's add such
a header at each call of this function in the EM.

Notes:
This patch also removes some trailing spaces in the files touched by
this patch.
