[TYPO3-core] RFC: Fix bug (feature?) #2019: Unable to add a Querystring to a <LINK> id/type-pair

This is a SVN patch request.

Problem:
The "additionalParams"-behaviour should be also available for a manually or
by RTE inserted <LINK> tag.

Solution:
The querystring could be an extension of the id/type-pair of the LINK.
For example: <LINK 97,1,&print=1>

Branches: TYPO3_4-1, TYPO3_4-2

Comments:
- Patch by René Wagner
- As far as I know there is no documentation for the <LINK> tag, only for
  typolinks in general. So unless I'm wrong there is no documentation that
  needs to be changed...
