[TYPO3-core] FYI: Fixed bug #7604: htmlArea RTE: add compatibility mode for indentation and alignment

Problem:
In htmlArea RTE, with TYPO3 4.2, indentation and alignment is done with 
CSS classes by default. These classes need to be configured in Page 
TSConfig and defined in stylesheets. While default classes are 
configured in the Typical and Demo default configurations, they still 
need to be define in the installation stylesheets for any visual effect 
to become apparent.

Solution:
The RTE may be configured to produce blockquote element for indentation 
and align attribute for text alignment, just as before.

This patch ensures that this is the case if the compat_version is lower 
than 4.2. It also adds a warning to be acknowledged in the Update Wizard 
of the Install Toll.
