[TYPO3-core] FYI: Fixed bug #7602: htmlArea RTE: Make the use of extended inline elements configurable

FYI: The attached SVN patch was committed.

Problem:
New formattext dropdown list and additional inline element buttons 
introduced in TYPO3 4.2 for semantic markup behave differently from the 
traditional six bold, italic, etc. buttons.

Solution:
Make the use of the feature configurable in the Extension Manager.

Note:
An alternative could be to publish the feature as an extension on TER.
