[TYPO3-core] RFC #7501: Remove Static-Templates from standard installation

Hello Steffen, hello List,
as I said in initial post, patch file is to large to attach it to the 
list. For me Thunderbird says local limit to 1000000 byte.
Since you said, the patch is needed to be attached here, I created a 
patch, with reduced size.
The only way to reduce size ist to get rid of hundreds of kB removing 
static data from .sql file in sysext cms, and introducing it in .sql 
file for sysext statictemplates.
So if you do not try to reload static data from extension cms, this 
should work as well.
