[TYPO3-core] RFC: Add missing docheaders to core modules

Hi Patrick,

i think third row in (some) modules could be a solution. The modules all use 
same techjnique to build there "Menu controls" but only receive the code and 
print them out. result is a loosy feeling at the begin of this documents.
Some things could be added like function menu etc, this would be good in a 
third row.

I don't know how it will look but the best thing would be a unique order of 
controls and so a better usibility.
