[TYPO3-core] FYI: Fixed bug #7468: htmlArea RTE QuickTag plugin refusing to open dialogue in IE

FYI: The attached SVN patch was committed.

Problem:
When the QuickTag button is pressed in IE and some text is selected, the 
dialogue refuses to open complaining that there is no text selected.

Solution:
Remove the test. If no text was selected, the button would not be enabled.
