thx Patrick,
i feel the same as tabs are already defined in core, but uncomplete.
There are some extensions out that enable dividers2tabs, and then BE looks 
terrible with all the empty tabs.
So this is a fix for this, and for 4.1 branch the divs should be removed 
(see other post from Francois)
