Thanks for the suggestion. It reminded me that we do have 
t3lib_div::fixPermissions(). So I committed the attached improvement 
patch to trunk and TYPO3_4-2.

Next step would be to introduce error reporting and logging into 
t3lib_div::fixPermissions().
