Why do you want to separate the web server from it's temp directory? Or 
do you think of multiple servers using some load balancing scheme using 
one file system? In this case any locking will be non-trivial as also 
shared memory mechs are no option.

So I'm even more convinced that this must be in some way configurable. I 
think that flock may be a reasonable default. Anyone with special setups 
should be knowing what he does anyway. But I#m with if we decide to turn 
this feature off by default.
