You cannot *reopen* it. Bug is reopened only if the fix does not fix what bug is about (i.e. if linking between domains in the pagetree still does not work). If there are other problems caused by this bug, you need to create another bug report.

Reverting is not possible because breaks links across domains. You have to find another solution.
