Thanks for the clarification. So the reported bug (a cached extension 
output hangs on for dear life and won't go away by clearing all caches) 
must have a different cause.

Anyway, I'll prepare a patch that adds a comment to the code explaining 
why certain cache_* tables are not cleared so that other developers 
reading the code do not need to waste time on this anymore.
