[TYPO3-core] RFC: #7982: Rename TYPO3 to TYPO4 and change all libraries accordingly

Yep, this is also in line with the brand discussions we had on T3Board. 
The change to TYPO4 is really overdue after some 10 years with the old 
version number!

The patch looks fine to me, +1.
