[TYPO3-core] RFC: Fix Bug 6476 - htmlArea RTE incorrectly nests tags

Type: Bugfix

Problem:
When the feature that inserts a paragraph on pressing the enter key is 
enabled, htmlArea RTE will incorrectly nest tags when markups are 
introduced before any paragraph is created.

Solution:
Revise the enter key handler.
