[TYPO3-core] RFC: #0006579: Make htmlArea RTE extensible

Problem:
It should be possible for a TYPO3 extension to add a htmlArea plugin to
the htmlArea RTE (rtehtmlarea).

Solution:
The attached patch allows a TYPO3 extension to register a htmlArea
plugin. The registered plugin may add select boxes and buttons.

Comment:
The API still needs to be documented.
