[TYPO3-core] RFC: #0006258: Change config.uniqueLinkVars to 1

Problem:
There is no reason to set this to 0 (or not to set this) by default and 
whoever uses any parameters in links (for a language menu or whatever) 
will set this to 1 so it should be set by default.

Solution:
Set it to 1 by default

Notes:
Manual would be need an update too
