[TYPO3-core] New team member

Hi all,

please welcome Jeff Segars as our new team member.
Jeff is working at the Web Empowered Church and will support us with doing 
bugfixes and reviews. As a core team member he will get Subversion write 
access and therefore be able to also commit other people's changes.
