[TYPO3-core] FYI: Elminate list of plugins in rtehtmlarea EM configuration

The attached SVN patch was committed.

Type: Feature

Problem:
When setting the configuration of rtehtmlarea with the EM, it may be 
difficult for users to set the optimal list of plugins.

Solution:
Let the extension determine what plugins need to be enabled based on the 
RTE PageTSConfig and User TSConfig and thus avoid downloading useless js.
