[TYPO3-core] HCI team revived

Hi folks,

as you all might know, the HCI team was shut down some time ago [1].
Since then, a lot of discussion happened, but without any output so far. The 
two main reasons for this were 1) that a consensus did not happen in most 
situations, and 2) that it was not clear at all how to proceed with such a 
consensus.

Meanwhile I was very happy to see that discussions went going, which means 
that there is still a group of people who are willing to contribute their 
expert knowledge to TYPO3. I also realized that Jens Hoffmann - who is one of 
the most active participants in here - has been continously working on a lot 
of TYPO3 HCI Topics:

- Thomas Hempel's new Installer 2.0
- Backend interface improvements for TYPO3 4.2
- TemplaVoilá 2 (together with Dmitry)
- starting to work on Extension Manager 2 (with Benni Mack)
- and finally, Jens is also an active member of the TYPO3.org redesign group

You might also have watched the podcast issue [2] where he demonstrates some 
great ideas about usability improvements in TYPO3 or have seen the PDF [3].

Therefore I have asked Jens whether he would like to revive the HCI team, our 
usability expert group, aiming for the following goals:

- Representing a group of usability experts, striving for a perfect backend
  interface and self-explaining frontend plugins (that does not mean that this
  applies to every existing frontend plugin!)

- Controlling the interface concepts made by core developers to get a more
  intuitive and consistent backend out of one hand.

- Propose usability improvements to the TYPO3 community
  => Write detailed project scope, will be addressed to the core team with CC
     typo3-dev
  => Implementation can be done be core team members, but also any other
     developer who is willing to help!
  => These goals should be splitted into small steps, because otherwise it is
     probably too much work to be done by a single programmer...

- Comment on new features planned for integration into TYPO3 core
  => Comments will be sent directly to the developer who is responsible for
     this feature.

- If time allows, offer this help to extension authors as well...

The team currently consists of the following members:
- Jens Hoffman (team leader)
- Benni Mack (core team representative)

More team-members will be invited in the near future...

Jens is soon going to introduce the next steps, including a the creation of a 
team site on typo3.org.
