This is closely related to the "hard locking" feature written by Kasper.
Please have a look at the topics "Hard locking in the core" and "Fwd:
locking draft patch".

According to Kasper, redacted user is working on a module for this. Maybe
you should check with him first if there are any dependencies to that
module.
