[TYPO3-core] FYI: added flag for Galician language

Flag is provided by Manuel Rego Casasnovas. See attachment. This is the official state flag. Interestingly they have different versions of flags. If you are interested, it is here: http://en.wikipedia.org/wiki/Flag_of_Galicia
