I guess it was experimental at the time od documentation writing. It works well now, never had any trouble (except with RDF).

If we drop it, we still need to ensure that "&" in "href" of "a" and "action" of "form" is converted to "&". We cannot force typolink to always put "&" because we do not know where result of typolink is used (i.e. it can be a redirect url, which must have "&", not "&"). So I guess this function is needed.
