[TYPO3-core] RFC: bugfix #6240, pageNotFound_handling returns empty page if specified URL cannot be retrieved

Neither it was Dmitry who introduced this bug, nor it was done on
purpose (I think). Please look at:

There the $res variable (return of getURL) was introduced but the check
was left against $content.

So if bug_6240_v3.diff can't go into core, it's fine with me. But please
approve bug_6240_nobrainer.diff, since this is _really_ obvious (at
least in my eyes).
