[TYPO3-core] RFC #---- Removing wrong documented em_conf-settings

Problem:
The documented "TYPO3_version" and "PHP_version" are overwritten by the 
em_conf Updater of Extension-Manager. Ingo mentioned that they are 
redundant.

Solution:
Remove Keys "TYPO3_version" and "PHP_version" from
DOC CORE API -> TYPO3 Extension API -> 2.1. Extension Architecture -> 
ext_emconf.php


Notes:
Use Solution instead of a txt-file.
