We already had a discussion wheter "empty DynTabs" should be configurable:

My first patch allowed to set (via the install tool) wheter an empty dynTab
will get shown.

but in a discussion we came to the conclusion it would not make sense to
"enable a bug" --> show empty dynTabs.

If you find any reason why it would make sense to show empty dynTabs please
let us know.
