[TYPO3-core] RFC: Feature #6681: Add Tabs in Page Record

Problem:

Of course it would be much nicer if Tabs are enabled by default in Page 
record.
this can be done fast - with a big effect on usability.

some Problems:
1) the palettes with "fe_group" AND "starttime,endtime,extendToSubpages" 
are not referenced in any type! - so they are always displayed at the end!
2) Extensions like TemplaVoila and Templateselector should be modified 
to add
--div--;LLL:EXT:cms/locallang_tca.xml:pages.tab.design

Solution:

Changes in TCA in
typo3/sysext/cms/

I suggest the default tabs:
* General
* Meta (keywords...)
* System (tsconfig / Storage_pid)
* Options (localisation settings, plugin, login_mode)
* Visibility (fe_group, start-stop -> solves problem nr 1)
