[TYPO3-core] RFC: Bug #529: update inline TypoScript help

This was not included in 4.1.2 eventually, and neither in 4.1.3. I'm 
unearthing it in the hope that it can make it into 4.2.

I don't have time to take all of Ernesto's remarks into account, at 
least not before alpha2 (sorry).

I have changed the code so that it can be installed as a sysext (changed 
TYPO3_MOD_PATH). I have made a patch with all the code, but I don't know 
if this is ok when there are new files, so I'm attaching the full T3X 
file to this mail as well.

I hope this can finally go through.
