[TYPO3-core] FYI: Feature 6579 continued: Made InlineCSS plugin use the RTE extension and plugin API

Problem:
While existing plugins do not need to use the new API to work, they will 
need to be restructured to use the new RTE extension and plugin API in 
order to reap its full benefits.

Solution:
Plugin InlineCSS was restructured so as to use the RTE extension and 
plugin API. Some slight enhancements to the API are also included in the 
patch.

Comments:
There are various types of plugins. The API will be put to test 
incrementally with representatives of each type.
