[TYPO3-core] RFC 5588: Typolink cannot be created if FE user is logged in with access restrictions

At the moment it is planned to make it working as if 

config.typolinkLinkAccessRestrictedPages = 1 

had been set, but only for the function call for one typolink. 

someextensionspecific.typolink.linkAccessRestrictedPages = 1 

Shouldn't it behave the same? What should be changed here exactly?
