[TYPO3-core] wiki: noting down bug fixes for patch level releases?

It's wrong (or at least outdated) for as neither DAM nor TV made it into 
the Core. And if anyone wants to save these historic data the ideas for 4.0 
(and 4.1) could be moved onto a separate page (with infos which goals have 
been dropped or postponed).
