[TYPO3-core] RFC: Bug #6017: better transliteration for Hebrew

This is a SVN patch request.

Problem:
Oleg Sverdlov from Israel noticed that the hebrew transliteration is not
intuitive. "It is better to use lowercase latin letters, instead of the
combination of uppercase and lowercase letters. in Hebrew there are no
differences between Upper- and lowercase letters , you don't start names
and sentenses from capital letter. It makes sense to transliterate
Hebrew into latin using lowercase letters only."

He discussed the patch with Hebrew translation maintainer, Zorik
Pavlenko, and he's got no objections.

So he came to me and I'd ask to include that into core.

I am not sure if 4.1 is "legal" (feature? bug?). So I'd appreciate some
comments on that too.
