[TYPO3-core] RFC: SQL problem with reviewstate in EM

This is a SVN patch request.

Problem:
According to a user on typo3-dev, there seems to be a query which does not
work with MySQL 4.0(?)

To me the explanation makes sense, so changing this should be no problem.

Solution:
- Change the reviewstate query
- Fix the comments which seem to be wrong
