[TYPO3-core] RFC: Bug 4202: be_groups - fields restricted by a low maxitems value

Good change, +1 (not tested, but I've made a similar change on sites already).

For TYPO3_4-0 the database change is theoretically not allowed. We have two 
options here:

- Approve the patch because it is not a requirement (same like the
  static_tsconfig_help stuff which was introduced in 4.0.2)

- Or drop the patch fro TYPO3_4-0

Considering that the database update is not strictly required, I vote for the 
first option.
