[TYPO3-core] RFC: Bug 4202: be_groups - fields restricted by a low maxitems value

This is a SVN patch request.

Problem:
Some fields, e.g. tables_modify and tables_select of the table be_groups
are restricted by a maxitems value of 20. Furthermore groupMods, used
for Modules, is a tinytext field and probably to small.

Solution:
Change TCA property "maxitems" for the affected fields.
Change groupMods to be text (4.1) or blob (4.0).
