[TYPO3-core] RFC #6957: Remove bottom button panel in alt_doc.php

Hey guys,

this is a SVN patch request:

Problem / Solution:
Since the button panel on top is now static and not moving, the bottom 
button panel is unncessary. Also, we want to remove these buttons 
instead of having an option for disabling it to migrate all users to the 
new look & feel so they get used to the new feeling.

Notes:
* Plus, by removing this option, the alt_doc.php page get's even less 
cluttered with additional stuff.
* This was discussed already in HCI and the core list.
