[TYPO3-core] RFC: #6784: new sysext fe_login

Hi guys,

I share your thoughts about removing the static templates, but I think
it should better be discussed in the dev list and come back here when
there's a solution.

Steffen was just introducing the felogin-extension with here and to
improve the overview, only that should be discussed in this thread.
Ernesto, can you start the thread in the dev list? Not that you need to
do the project, just get the discussion for a good solution going.
