IMHO the ticket functionality in Trac would be enough but some people do like
the bounty feature of Mantis so much that Trac will not be used as a
replacement for Mantis.

Jan-Hendrik Heuing has already setup a server which mirrors the SVN
repsositories and offers Trac services - apart from the ticket system. This
server should have been integrated into the *.typo3.org domain long ago.
Having more and more different services cluttered over different locations
does nnot make our lifes easier ;-)

Cheers,
Andreas
