The sense behind this hook is not to allow Flex fields to get defined by
TS ... TS has nothing to do here ... Flexforms get rendered in the BE and
so their DS is mainly needed there (of course also in the FE when one calls
$pibase->pi_initPiFlexform())

And you have to call it for TCEforms, TCEmain, and transferdata cause in all
cases the added fields have to get taken into account - i mean if you dynamically
add a new field of type "file" you also would like this field to get processed
by TCEmain !!


It is in fact correct when we would somehow cache the generated DS and not call
the complete hook a second time - this would probably speed up some extensions which
are using this hook like kb_cont_table and dynaflex (tx_commerce) ...
