What Peter suggested is called "trac" (http://www.edgewall.com/trac/).

All that Web 2.0 stuff around Ruby on Rails and Scriptaculous use that
for their development. However, I haven't had much experience with it,
so I can't elaborate on pros and cons.

Andreas, would you like to lead the decision making and ask for comments
on the mailinglists?
