[TYPO3-core] change compatVersion=3.9.0 -> 4.0 in sysext/css_styled_content

Well - anyways 3.9 _is_ the correct version where this feature was
introduced, not 4.0 or anything else. I suggest to leave it as-is, as it
reflects correct behavior. You might encounter strange effects if
someone updates from 4.0beta1 or a cvs version to 4.0 final - as the
accessibility mode will be switched off there again then - which is wrong...

I hope you see my problem when changing this,
