[TYPO3-core] selecting unavailable languages

Do we really need to bother our users with technical details?

"in typo3conf/l10n/." is irrelevant to any editor and should never even be of interest for and admin.

I have seen referneces to files and directories in mayn places and I think that messages are not the proper place to explain the directory layout of a TYPO3 installation. To me less technical detais is more info for non-tech guys, which are 99.99% of all editors. Don't confuse them!

The patch itself looks ok.
